【湖北自贸试验区挂牌两周年】襄阳片区：推行工业项目 “拿地即开工”

汉江之滨，千帆齐进。两年来，素有“南船北马”“七省通衢”之称的襄阳，自贸片区发展不断自我突破，“无申请退税”、出口退税电子退更免、“办税无纸化”、襄汉欧班列运营、铁路资源整合利用、关税保证保险推广……一系列制度创新和机制改革不断向前推进。

During the two years, the Xiangyang area has pushed forward innovations in systems and mechanisms, including tariff reforms, Xiangyang-Wuhan-Europe freight trains, as well as railway resource integration and utilization, etc.

目前,《中国（湖北）自由贸易试验区总体方案》170条任务分工中涉及襄阳片区的160条改革试验任务已落实128条，完成率为80%，达到了预期目标。

At present, 128 reform tasks involving the Xiangyang area in the general plan of Hubei FTZ have been implemented, reaching an expected target with a completion rate of 80 percent among 160 reform tasks.

襄阳市高新区行政审批局副局长赵春杰介绍，今年片区在“先建后验”的基础上，再次改革创新，开展工业项目“拿地即开工”，改变过去“串联审批、多头审批”的模式，重新梳理设计集成式的工业项目审批流程，大力推行并联审批、承诺审批、提前代办，全面提高审批效能。

Zhao Chunjie, deputy director of the Administrative Examination and Approval Bureau of Xiangyang Hi-tech Development Zone, introduced that, based on the policy of “building before examination”, a new reform “breaking ground while acquiring land” is available for industrial projects. The industrial project approval process, such as parallel approval, commitment approval, advanced commission, is slated to be vigorously pursued.

同时，在项目审批过程中，实行“边补充材料，边开工建设”的并行推进模式。由财政出钱帮助企业承担水土保持方案、地质灾害危险性评估、文物保护、节能评估、地震安全性评价等若干种单项评估等费用。

In the process of project approval, the parallel mode of “supplementing materials while starting construction” is accessible. The financial contribution helps enterprises to bear the cost of Individual Assets Appraisal, such as soil and water conservation plan, geological hazard risk assessment, cultural relic protection, energy conservation assessment and seismic safety evaluation.

“项目从取得土地到获取施工许可的审批时间我们压缩至最多15个工作日，这样就帮助企业省钱省时。”她说。

The time from acquiring land to getting construction approval was shrunk to no more than 15 work days, which could help companies save money and time, she added.

改革带动苏宁襄阳智慧零售电子商务项目发展如火如荼。该项目总占地500余亩，主要辐射襄阳、随州、十堰、神农架等地的物流仓储服务。目前正在进行一期工程的建设。

This reform witnesses Suning’s retail e-commerce project is in full swing at the Xiangyang area. The project covers an area of over 500 mu, mainly developing logistics and warehousing services in Xiangyang, Suizhou, Shiyan and Shennongjia. The first phase of the project is under construction.

“以前这样的的项目我们需要15个月的建设周期，前期办证要6个月，后期建设9个月。现在办证和建设可以同时进行，就节省了我们6个月的时间。企业的投入也可以早一点获益，为襄阳自贸片区的改革点赞。”苏宁襄阳智慧零售电子商务项目经理于明笑着说。

“Now we can start construction while applying for construction approval, which can save six months and benefit enterprises earlier. I really want to thumb up to the new reform at the Xiangyang area,” said Yu Ming, the Suning (Xiangyang) Retail E-Commerce Project Manager. 

改革让企业获得红利，也让襄阳赢得越来越多经济实体的青睐。据了解，截至目前，襄阳片区市场主体总量达到3277户（其中企业3258户），比挂牌前增长108%（其中企业类增长132%），外资企业总量达到50户。

The Xiangyang area has embraced 3,277 market entities so far (including 3,258 enterprises), an increase of 108 percent before the listing (including enterprises’ jumping by 132 percent), and the total number of foreign enterprises has reached 50.

【简介】襄阳自贸片区规划建设21.99平方公里，含襄阳保税物流中心0.281平方公里。襄阳片区重点发展高端装备制造、新能源汽车、大数据、云计算、商贸物流、检验检测等产业，引领带动区域产业转型升级。

The Xiangyang Area of Hubei FTZ covers 21.99 square kilometers (including 0.281 square kilometers of Xiangyang Bonded Logistics Center). It develops high-end equipment manufacturing, new energy vehicles, big data, cloud computing, business logistics, inspection and detection, and other industries, which drives the transformation and upgrading of regional industries.
